I was a bad ass cartel.
After El Chappo paid nearly everyone off, we were able to carry kilos to the airport, yielding cash almost into the .5million mark. The addition of cash really brought out the gameplay. As for those who weren't on the cartel, they were unfortunately all corrupt, and gladly accepted bribes and DID NOTHING as Fish mentioned, and as planned.
Buying full auto was fine with me. So was being paid to play. If you weren't paid, you'd go look for a job (as far as the role-playing goes, a man needs his cash to live, doesn't he? You don't get paid, you won't want to work, so you don't do sh*t until someone employs you). There were too many factors to this game and I'm too lazy to go over them, but it was really a blast.
And FISH:
IMO, what you could have done was accept the bribes, and wait. Your fellow FAM, the ones loyal to the cartel, would begin walking to the point where they were to rendezvous with El Chapo and escort his cartel to the airports for shipment to america. You convince a few people to join you, ambush your fellow FAM while they have their backs turned, take their money, move into position and await the cartel, and kill and take their kilos of cocaine, turning each kilo in for five grand each.
