Freeway Rage

I just had quite an experience last night on my way home on the I-10.  It was about 1:30 am and I was in the HOV lane doing the speed limit of 65mph.  I then noticed someone behind me flashing their high-beams on and off.  My First thought was "ok heres a speeder who wants me to move off into one of the 3 open lanes next to me, instead of him having to move over."  So I stayed my ground, since I was going the speed limit and I had a long ways to go to my exit ramp.  He then proceeded to close in on me even more to about 2.5 car lengths, continuing to flash his high beams at me.  Since I couldnt see anything in the lanes next to me due to the high beam flashing, I gave him a warning to back off by tapping on my breaks once dropping 2-3 mph. He then proceeds to accelerate around to be next to me.  When I look over hes waving his hands in a motion to pull over and has some kind of police looking insignia on his left shoulder. Hes driving some kind of small foreign suv, looks like his personal vehicle.  Then he gets behind me again, right on my bumper this time.  So, pull over on the freeway in a safe spot.  He comes up to my window and tells me to show my hands and I do, putting them out of the window.  Then he asks me If I have a problem.  I said "no I dont have a problem." He then tells me that I was in the fast lane and that I was going under the speed limit.  I responded, "No, I was going the speed limit."  Then in response he says and tapping my breaks to cause an accident was illegal too. I said, I was not trying to cause an accident, I saw someone flashing their high-beams behind me like crazy and..."  Have you been drinking?  he asks.  I look him straight in the eye and say "No."  and after 3 seconds he says Ok have a good night.  

Now I cant remeber if he had a badge or a gun or not, becuase he was in that normal protective position beside the car and the window when talking to me.  I had to turn my head around as far left to see him at all.  He got back to his vehicle and I could not see incoming traffic with the position of his vehicle.  So I was waiting for him to leave first, which is what all (or the officers that I have met) do.  But he wouldnt leave and it became clear he wouldnt leave until I left.  So I had to reposition my car close to the HOV lane and wait for a really good clearing when I could clearly see that the HOV lane was clear.  Finally after 3 mins it was clear and I got back on the freeway and moved over several lanes to the right going the speed limit once again.  The guy got on the same time in the HOV lane, and never once passed me.  He made sure to stay back 6-7 car lenghts.  I just ignored him from that point and continued home.  

Any responses?  I felt that this officer, cause I believed that he was at the time but now Im not exactly sure if he was or just a security guard, was on a power trip.  And looking back tapping on my brakes a bit was not the best thing to do even though I only slowed a few mph.  I'd like to hear your genuine responses. Not responses like yeah he was a pig, from ankle bitters, ok.  Thanks.
