You have no right to tell others how their constitutional rights are granted. This forcing of idiotic* individual idealism upon constitutional rights is a plague upon this country. For it does not matter how stupid it may be for some barely above the line person to have the gun. So unless they are deemed mentally unfit, it's their unalterable right we have no choice but to accept. Freedom may be dangerous sometimes, but the other options are much worse.
An idiot with an education is still an idiot that's going to do idiotic things. Their education will just tell them they're an idiot in polite terms. This would just lead back to the CCW law being re-enforced. As with most purchases, and life itself, it is up to the person, not the government, to protect/educate themselves. The only reason you need a driver's license is because they own the roads. It's their right to, within acceptable reasons, control who travels on them. It's not the same with Constitutional issues.
This law probably won't effect much. There will be an increase in CC'dWs but not as many would expect. The type of person that carries a gun, or doesn't, isn't going to just flip around because the law says it's ok.
