You're fine on BLM land.  Prohibited on state trust land.  The problem is that most of the desert out by us (STV) is state trust or private.

Sounds like your wiring is crossed somewhere.  Since your mosfet slowed it down a little, I would inspect the wire insulation for the full length of your +/- wires.  You might have a short where one or two threads are touching the gearbox.
