its in the pavilions, which im pretty sure is owned by talking stick resort people and run by a leasing company... I would be under the impression that all this land is owned by them.... 

The Pavilions and surrounding lands are tribal property, east of Pima rd is tribal property and the tribe is the lease holder... The tribe would have the final say...

Although it might make it cheaper, since native american land is tribal sovereignty.

No city taxes, that's for sure. State tax is replaced by tribal, but whatever.

Also, the tribes are generally really receptive to any idea that can bring them a good amount of money, so they'd probably jump all over this.
