So evike and ASGI are sponsering does that that mean they tossing in stuff to the raffle? Or setting up booths?

Depending on attandance both.We are currently working with both Tim Seargeant from Airsoft GI and Clifford Tjing from Evike to have them both come out. As we speak they are passing out flyers and raising propaganda for the game. They are sending care packages, and if numbers are sufficient they will be attending the game in person.

I have all the required equipment to play  U.S. 82nd airborne, do I have to participate in privious cowtown milsims in order to play? If not how do I sign up for 82nd Airborne First Squad SFC With guest playing an Operator first squad for Renagade Security Solutions

nope! this is open for anyone to come and play regardless of being at past events!

we will put you and your guest down for your requested roles, and you can pre register at cowtown or gearbox airsoft or register the day of the event!

Azcrazie is the 82nd commander, I have played with him many times myself and he knows what he is doing.  And the Renegade commander, now that guy is a strait up OG gangsta killa pimp.  The OLA commander... *cough*when somebody steps up*cough* will have the same experience.
It is Airsoft, people aren't gonna follow orders perfectly no matter who's in charge, many playing have never been (or are too young to be) in the millitary.  Just like your example nobody wants to listen to some fresh out of OCS butterbar, and those are trained soldiers.  Most of the squads were put together from groups of people who are coming to the event as a group (like the one you are leading) and are used to playing together, in my experience this is the best way to manage small groups in milsims.  There is a method to our madness :D
