There isn't a new vest that is issued to both Rangers and SEALs, but their low-vis panel carrier is similar.
Rangers are using the RLCS kit supplemented by the MBAV (plate carrier with sewn-in soft armor) - and some other new stuff. The RLCS is Ranger Green.
SEALs are using the MLCS kit, and are getting some new shit. Khaki is the color of the day.
Point is, there isn't anything they are both issued like you are talking about.
