I think it adds a lot more fun, and intensity. Especially with civilians who may or may not be armed, better check them for weapons before they get too close.

I can think of a few nasty tricks to pull on the players. I remember how fun the treachery and dealmaking made Stalker, this has the potential to be even better.
Also try to incorporate NPC players.
